The library was ten minutes late opening up this morning, and then when I arrived upstairs the computers weren't ready to use.

yes, typical...I recived my reminder letter to apply for my OAP (always sent 4 months before qualifying age) the other day, then when I phoned the pensions office they informed me that due to the vast volume of phone calls received they were asking claimants to ring back only two months before their birthday...

Think yourself lucky - they have cancelled our mobile library. and reduced the hours of the library in the nearest town to 16 hours a week!

Is being late / unpunctual typical for England?
Some time ago I wanted to get my car washed and went to the car wash at 7:40 pm. They were due to close at 8 pm, so that was plenty of time.
They had just closed for the day when I got there. How about that for punctuality?

Being late seems to be common here in England. It really annoys me; especially because I'm obsessed with being punctual myself.
I can only recall ever being late for an appointment or interview twice in my life; once at Rotherham during a blizzard when the person due to interview me was even later and on another occasion at Barnsley when I was exactly a week late due to an error made by the jobcentre.
